The Green Climate Fund (GCF) is the world’s largest source of climate finance, driving transformative action in developing nations. ISET has played a key role in three major independent evaluations of GCF’s global impact, helping shape the future of climate finance and build a stronger evidence base for effective climate solutions.

In 2019, the Green Climate Fund conducted its first-ever global portfolio evaluation, which assessed the first five years of the world’s largest specialized fund dedicated to climate change projects in developing countries. Many of the world’s leading climate experts participated in this far-reaching report, which shaped the Green Climate Fund’s policies and operations. ISET’s contributions spanned the entire endeavor, but especially the case studies on Mauritius and the Solomon Islands, as well as the chapter on accreditation. This evaluation was led by the GCF’s Independent Evaluation Unit together with Baastel.

In 2022, the Green Climate Fund’s explicit priorities include directing climate finance to the world’s Least Developed Countries (LDCs). Climate change often hits LDCs especially hard, because those who are already poor and vulnerable have the fewest resources with which to cope. There may also be steep barriers to raising funds to invest in state-of-the-art technologies to reduce greenhouse gas emissions. ISET supported a global performance evaluation of the GCF’s funding to LDCs by preparing two case studies—one on Cambodia and another on four Pacific Island LDCs: Tuvalu, Kiribati, Solomon Islands, and Vanuatu. This evaluation was also led by the GCF’s Independent Evaluation Unit together with Baastel.

The ISET team returned to support the Green Climate Fund’s second global performance evaluation of its entire worldwide portfolio in 2023. This evaluation too was comprehensive and influential, identifying specific opportunities for intensified global climate action and recommending course corrections for the world’s largest source of international climate finance. In this iteration, ISET researchers led the chapters on gender and Indigenous Peoples, as well as country case studies in Mauritius and Vietnam.
